On March 23, 2017, the Federal Communications Commission adopted new rules and proposals addressing video relay service (VRS).  This item is designed to enhance VRS service quality and proposes a new provider compensation plan to better ensure that individuals who are deaf, hard-of-hearing, deaf-blind, or have speech disabilities experience service that is functionally equivalent to voice telephone services.
