Environmental Compliance and Historic Preservation Review Training for the Construction of Communications Towers and the Collocation of Communications Equipment

The FCC Wireless Telecommunications Bureau hosted its annual educational workshop on the environmental compliance and historic preservation review process required for the construction of wireless communications facilities. This year’s workshop included information relevant to the construction of all new communications towers and to the collocation of communications equipment on towers and other structures.

At the workshop, expert FCC staff and staff members of invited Tribal Historic Preservation Offices (THPO) provided guidance to the FCC’s licensees, those who construct communications facilities for FCC licensees, and their consultants. Part of the workshop focused on National Environmental Policy Act compliance, with an emphasis on wetlands and endangered species review. The remainder of the workshop addressed National Historic Preservation Act Section 106 compliance under the Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission. Topics for this portion of the workshop included improving submissions to Tribal Nations and SHPOs with a focus on professional qualifications and submissions for Positive Train Control Wayside Poles. There were additional presentations on ASR, E106, and TCNS.
