Orbcomm License Corp., Orbital Communications Corporation, and Orbcomm LLC have filed an application for the Consent to Assignment of License whereby the non-common carrier earth and space station authorizations and experimental licenses held by Orbital Communications Corporation (a subsidiary of Orbital Sciences Corporation) will be assigned to Orbcomm License Corporation; and a VSAT authorization will be assigned from Orbcomm Global LP to Orbcomm License Corp. These applications are being submitted in connection with the resolution of Chapter 11 bankruptcy reorganization of ORBCOMM Global, L.P. and the transfer of assets related to the ORBCOMM NVNG MSS system.

Orbcomm License Corporation, is a Delaware corporation, established as a wholly-owned subsidiary of ORBCOMM LLC for the purpose of consolidating the ownership and control of various FCC authorizations in connection with the construction, launch and operation of the ORBCOMM system and the ORBCOMM system's United States ground segment. ORBCOMM LLC is headquartered in Virginia, and is wholly-owned by International Licensees, LLC, a Delaware Limited Liability Company. International Licensees, LLC is owned by Jerome B. Eisenberg (22.2%), Don Franco (22.2%) (both U.S. citizens), Orbcomm Asia Limited (44.8%) (a company organized under the laws of the Cayman Islands and 100% owned by Mr. Hyung Jin Song, a citizen of South Korea), and Orbcomm Deutschland, A.G. (3.4%) (a company owned by citizens of Germany).
