Number utilization refers to the percentage of telephone numbers assigned to customers compared to the total number of telephone numbers assigned to carriers. The Numbering Resource Utilization Reports provide information on how carriers are using telephone numbers and on number porting. The reports are based on Numbering Resource Utilization / Forecast (NRUF) data reported by the North American Numbering Plan Administrator (NANPA) on FCC Form 502.
