The Broadband Data Task Force was established to implement long-overdue improvements to the agency’s broadband data and mapping tools. The Task Force will closely coordinate the Commission’s broadband mapping and data collection efforts across the various expert agency teams. Each of these teams is essential to the effort of ensuring the Commission, other Federal agencies, state and local governments, Tribal entities, and consumers will have access to granular nationwide information on the availability and quality of broadband services.

Jean Kiddoo, Chair
Jean Kiddoo is Chair of the Broadband Data Task Force at the Federal Communications Commission. Her primary responsibility is to oversee all aspects of the Commission’s implementation of the Broadband DATA Act, which will require close coordination of Commission expertise and resources throughout virtually all of the Commission’s Bureaus and Offices. The Broadband Data Collection project will develop and implement the data collections, systems, and processes to give the Commission – as well as industry, state, local and Tribal entities, and consumers – the tools to accurately and precisely determine fixed and mobile broadband service availability and quality throughout the United States.
Jean also continues to serve as Chair of the Incentive Auction Task Force, where she oversees the transition efforts and reimbursement of broadcast TV and FM stations and MVPDs following the Broadcast Incentive Auction. Prior to joining the FCC in 2014, Jean was a senior partner in the Telecommunications, Media, and Technology practice group at a private law firm, where her areas of practice included a wide variety of wireline, wireless, and mass media communications law and policy issues. Jean represented her clients before all 51 state public utility commissions, the FCC, Congress, and local municipal and county governments.
Jean is a past president of the Federal Communications Bar Association and received her law degree from the Catholic University of America and her undergraduate degree from Colgate University.
Chelsea Fallon, Senior Implementation Officer
Chelsea Fallon serves as the Senior Implementation Officer on the Broadband Data Task Force, overseeing and coordinating the technical implementation of the Broadband Data Collection systems and contracts, and ensuring that they fulfill the goals and requirements established by the Broadband DATA Act and the Commission.
Chelsea joins the Task Force from the Office of Economics and Analytics, where she serves as Chief of the Data Division. She has over 22 years of experience at the FCC, where she has worked on broadband deployment, data collection and analysis, system development, universal service, mobile competition, and spectrum access issues. Prior to her current positions, she served as Director of the FCC’s Rural Broadband Auctions Task Force and Deputy Chief of the Industry Analysis and Technology Division of the FCC’s Wireline Competition Bureau. During her first 13 years at the FCC, she held various positions in the Spectrum & Competition Policy Division, Auctions & Industry Analysis Division, and Office of the Bureau Chief of the FCC’s Wireless Telecommunications Bureau.
Prior to joining the FCC, Chelsea was a Senior Research Analyst at Kellogg, Hansen, Todd, Figel & Frederick in Washington, DC. She holds a B.A. from the College of William & Mary.
Sean Spivey, Senior Counsel and Chief of Staff
Sean Spivey serves as Senior Counsel and Chief of Staff to the Broadband Data Task Force at the Federal Communications Commission. In this role, Sean provides legal and policy guidance to the Task Force on matters related to implementation of the Broadband DATA Act and the Commission’s Broadband Data Collection.
Sean joins the Task Force from the Wireless Telecommunications Bureau, where he currently serves as an Assistant Bureau Chief. He previously served as Wireless and International Advisor to former FCC Chairman Ajit Pai and Legal and Policy Advisor in the Wireless Telecommunications Bureau. Prior to joining the Commission, he was a Senior Associate in the Washington, D.C. office of Hogan Lovells US LLP, where he focused on telecommunications matters. He also worked at the Competitive Carriers Association and a law firm in Houston, Texas.
Sean earned his law degree from Oklahoma City University School of Law and his B.A. from St. Edward’s University in Austin, Texas.
Eduard Bartholme, Senior Outreach Director
Eduard Bartholme serves as Senior Outreach Director on the Broadband Data Task Force, coordinating external engagement with consumers, governmental entities and filers. In this role, he oversees the technical assistance teams for the Broadband Data Collection, ensuring that system users have the support they need to contribute to the collection.
Ed joins the Task Force from the Consumer and Governmental Affairs Bureau, where he currently serves as a Deputy Bureau Chief. He joined the FCC in 2019 to lead the Commission’s education and outreach efforts along with the consumer complaints and inquiries division.
Prior to joining the FCC, Ed spent 10 years as the Executive Director and CEO of Call For Action, Inc. (CFA), an international, non-profit network of hotlines serving consumers and small businesses. At CFA, he was involved in the expansion of the organization to eleven new locations and worked to broaden its network of media affiliate offices to include radio, TV and print outlets. He developed consumer education guides on a wide variety of issues and was frequently interviewed as an expert by local and national media outlets. Additionally, he oversaw volunteer teams at 23 remote offices and spearheaded the redesign of the case management database used by the organization to track consumer complaints.
Karen Sprung, Counsel
Karen Sprung serves as Counsel on the Broadband Data Task Force at the Federal Communications Commission. In this role, Karen provides legal and policy support to the Task Force and coordinates external engagement with consumers, stakeholders, and governmental entities.
Karen joins the Task Force from the Wireline Competition Bureau, where she has worked on universal service issues as Deputy Chief in the Telecommunications Access Policy Division. Previously, Karen worked in the Wireless Telecommunications Bureau’s Competition and Infrastructure Policy Division, the Consumer and Governmental Affairs Bureau’s Office of Native Affairs and Policy, and at a private law firm in Washington, D.C., where she focused on telecommunications matters.
Karen earned a J.D. from New York Law School, where she was Managing Editor of the Media Law & Policy Journal, a M.M. from Boston University, and a B.A. from California State University, East Bay. She currently serves on the Federal Communications Bar Association Foundation Board of Trustees as Deputy Treasurer.
Will Holloway, Assistant Counsel
Will Holloway serves as Assistant Counsel to the Broadband Data Task Force at the Federal Communications Commission, where he provides legal and policy support on matters related to the implementation of the Broadband DATA Act and the Commission’s Broadband Data Collection.
Will joins the Task Force from the Wireless Telecommunications Bureau, where he currently serves as an Attorney Advisor in the Competition and Infrastructure Policy Division. He joined the Commission through the Honors Attorney program after serving as a legal intern in Office of Chairman Ajit Pai during law school. Prior to the Commission, Will worked on Capitol Hill for seven years, where he advised two U.S. Senators, including the former U.S. Senate President Pro Tempore, on a variety of public policy issues. During law school, Will was a member of the Journal of Law and Technology, in which he published an article on higher education data and served on the Executive Board of the Moot Court Association.
Will earned his J.D. and a certificate in Communications Law and Data Privacy from Catholic University of America, Columbus School of Law and a B.A. in American Studies from Sewanee: the University of the South.
