In this Order, the Commission adopts major actions: Affirm that the restructuring plan is limited to existing licensees that: (i) were current in installment payments as of March 16, 1998; (ii) were less than ninety days delinquent on the last payment due before March 16, 1998; or (iii) had properly filed grace period requests under the former installment payment rules; Decline to expand the options offered in the restructuring plan to include disaggregation; Decline to expand the options offered in the restructuring plan to include the return of the down payment; Affirm that the twenty-five percent bidding credit granted to all winning small business bidders in the 1994 auction of this service will not be extended to all winning bidders in the 1994 auction of this service; and Affirm that the new Part 1 rules regarding installment payments will apply to licensees in this service.
