On January 14, 2005 the Office of Management and Budget adopted peer review requirements for certain types of information products. See Office of Management and Budget Final Information Quality Bulletin for Peer Review, 70 Fed. Reg. 2664 (2005) (the “OMB Guidelines”). The peer review rules were published in the Federal Register and took effect on June 16, 2005. In the course of reviewing comments submitted to the FCC by outside parties participating in the Commission’s 2006 Quadrennial Media Ownership Review proceedings, the Commission identified certain studies submitted by outside parties that may, in the future, be regarded as “influential scientific information” as that term is defined by the OMB Guidelines. As a preliminary measure, the Commission arranged for peer reviews of these studies to be conducted by outside experts.

The linked peer reviews are being made a part of the record pursuant to the OMB Guidelines. The findings and conclusions in the peer reviews, as well as those in the studies to which they refer, are those of the authors and do not necessarily represent the views of the Commission.
