About. In 2013, the Commission released a Second Report and Order that significantly streamlined and modernized the Commission’s international traffic, revenue, and circuit reporting requirements. Under the Commission’s revised rules, Section 43.62, which went into effect on February 11, 2015, sets forth annual circuit capacity reporting requirements, replacing the old section 43.82 circuit status reporting requirements.

The reporting requirements apply to any person or entity that (1) holds an authorization from the Commission under section 214 of the Communications Act of 1934 (Communications Act), as amended, 47 U.S.C. § 214, to provide International Telecommunications Service; or (2) is engaged in providing Voice over Internet Protocol (VoIP) service connected to the public switched telephone network (PSTN) between the United States and any foreign point. The new traffic and revenue reports also include minutes and payouts broken down between foreign fixed-line networks and foreign mobile networks.
