This Supplemental Closed Broadcast Auction disposed of the remaining broadcast applications not included in Auctions #25 and #27 (completed October 8, 1999). These will include mutually exclusive applications for "daisy chains" in the AM, LPTV, and television and FM translator applications and certain mutually exclusive LPTV and TV translator displacement relief applications. Daisy chains occur due to the contour overlap rules used to determine interference in these services. For MX groups categorized as daisy chains, the Commission proposed an electronic single round auction. For all other licenses, the Commission proposed an electronic simultaneous multiple round auction.

All spectrum auctioned was the subject of pending, mutually exclusive applications for which the Commission had not approved settlement agreements. Applicants were eligible to bid only on those construction permits for which they had filed previously a long form application (FCC Forms 301, 346 or 349).

Note: Initially the inventory for this auction included 14 construction permits. Certain MX groups were removed to non-exclusivityof a settlement was submitted by the short-form (FCC Form 175) application deadline.

TV Broadcast (PST)- A station in the television broadcast band transmitting simultaneous visual and aural signals intended to be received by the general public.

LPTV (SST) - A station that may retransmit the programs and signals of a TV broadcast station and that may originate programming in any amount greater than 30 seconds per hour and/or operates a subscription service.

LPTV or television translator licensees who receive their license by competitive bidding must protect full power television stations from interference and will be subject to displacement by a full service television licensee. (See 47 C.F.R. §§ 73.3572a and 74.703b) An FM translator station will not be permitted to continue to operate if it causes interference to any authorized broadcast station, even if the translator licensee received its license by competitive bidding. (See 47 C.F.R section 74.1203a & b).

A winning bidder is awarded a construction permit, rather than a "license." A winning bidder is required, within a specified time period, to construct its facilities and file an application for a "license to cover construction permit" to obtain a license for the constructed facilities. (See 47 C.F.R. § 73.3598) Licenses are issued for an eight-year term.
