Antenna Structure Registration - Help

This article provides information on how to file a Request for Environmental Review of a proposed tower or tower modification that an applicant has submitted in the Antenna Structure Registration (ASR) system. A Request for Environmental Review is considered a type of pleading. There is a separate help article about filing other types of Pleadings.

On or before the end of the 30-day posting period on the FCC website, you may submit a Request for Environmental Review if you believe that a proposed tower or tower modification may have a significant impact on the environment. You must serve a copy of your Request for Environmental Review on the applicant. Late-filed Requests for Environmental Review may be subject to dismissal.

Your Request for Environmental Review must state the specific reasons that you believe the proposed construction may have a significant impact on the quality of the human environment, as required under the Commission's rules, and also provide contact information for the person making the request. A Request should be supported by factual detail with respect to the location, nature, and extent of any potential significant impact. If the applicant submitted an Environmental Assessment (EA) with the application, your Request for Environmental Review must describe why the EA does not adequately evaluate potentially significant environmental impacts. Pleadings that do not meet these standards may be subject to dismissal.

After the end of the 30-day posting period, the applicant will have 10 calendar days to oppose your Request for Environmental Review. You will then have 5 business days to file a reply. If the Commission agrees that the proposed construction may have a significant environmental impact, we will require the applicant to file an EA or to supplement an existing EA.

Steps to File a Request for Environmental Review in the ASR System

  1. Compose the text of your Request for Environmental Review and save it as a document on your computer. You may use Word or any of a number of other popular formats. You will also have an opportunity to attach photographs or other materials in separate documents.
  2. Go to the Pleadings Page.
  3. Select the Pleading Type “ASR Environmental Notice” from the drop down box.
  4. Enter your Filer and Contact Information and click Continue.
  5. Click the File Number button.
  6. Enter the ASR File Number associated with the application you are challenging in the box and click Submit.

    Note: If your Request applies to more than one application, repeat Step 6 for each File Number.

  7. Check the box next to each File Number and click Continue.
  8. Select the Type of Pleading, Browse the location to upload the pleading, enter a Description of the pleading, and click Add Attachment.

    Note: Repeat Step 8 for each separate file you want to upload.

  9. Click Submit Pleading.

FAQs – Filing a Request for Environmental Review in the ASR System

Are there specific FCC rules regarding filing pleadings?

Where does my Request for Environmental Review go once I submit it?

Your Request for Environmental Review will be associated in ASR with each application (File Number) that you entered on the Pleadings Page. You can enter the File Number in the ASR Application Search to find your pleading.

How do I know if the applicant filed an opposition to my Request for Environmental Review?

Oppositions and other pleadings are associated in ASR with the relevant ASR File Number(s). You can enter the File Number in the ASR Application Search to find associated pleadings. The applicant is also required to serve you with a copy of its opposition.

How long does it take for the FCC to review and process my Request for Environmental Review?

Requests for Environmental Review are processed on a case-by-case basis.
